HRMD (Heather Ridge Metropolitan District No.1) the parent entity (government),  This is a government that owns the open space/golf course. The mission of the HRMD is to preserve the open space, property values, and safeguard the way of life; best maintained as a golf course known as the Golf Club at Heather Ridge. Seven Directors of the HRMD, each with 4 year terms, are elected every 2 years with staggering terms to assure continuity among the board of directors. Director by General Election: Any Colorado registered voter residing in the district within 30 days of the election or any Colorado registered voter who pays district property taxes may run for election at a general election.  Director by Appointment: Upon a vacancy in the 7 director board, replacements are appointed by the remaining directors. In addition to the criteria above, additional criteria for appointing directors are: to have no fewer than 3 directors from the north or south of Iliff Avenue; no more than 1 director from anyone of the district HOAs; the candidate must reside within the district, and candidates must be listed as the district property owner/taxpayer on the search of Arapahoe County Assessors website. 

Directors are charged with maintaining the mission of the distinct by responsibly overseeing the fiscal and operating functions.  All revenues from all sources, other than the food and beverage contractor, are deposited into the HRMD banks. These revenues include property tax receipts from Arapahoe County and from the GCatHR, Inc. operations. All invoices are paid directly from the HRMD to operations suppliers, GCatHR for payroll expense reimbursement and to pay off HRMD debt.  The regular meeting of the HRMD is the 3rd Thursday of each month at the GCatHR clubhouse, providing there is business to conduct.  Notice of this meeting is published and displayed on the UAHR.org website and at least 3 public locations within the district.

Director nominee for election procedures: Any eligible elector of the district may attain a director self nomination application from the attorney firm of the HRMD.  The form must be completed and submitted to the HRMD attorney firm no later than the last day of February of the election year.

Regular Scheduled Director Meeting -- The HRMD01 directors meet the 3rd Thursday each month at 13521 E Iliff - Aurora, CO  80014 (Golf Club at Heather Ridge Clubhouse), providing there is business to conduct. This notice is posted in at least 3 public locations through out the district.

HRMD01 was formed in a formal election on November 7, 2006.  The vote was a resounding landslide with 84.7% voting in favor of formation of the HRMD01 (view ballot & election results).  This vote was a result of the overwhelming support of the Heather Ridge communities to:

Furthermore, the HRMD01 Directors encourage Heather Ridge, community wide, participation among homeowners and others to enjoy golf course & club social membership.  The financial success of the Heather Ridge facilities is consistent with the objectives and mission of HRMD01 & it is a great gathering place for the neighborhood.

Who pays for injury, property damage, broken windows on a golf course?  Following other districts and the City of Aurora golf policies; neither The Golf Club at Heather Ridge nor the HRMD are responsible for any damage from an erroneous golf ball.  It is the golfer’s responsibility to pay any damages.  If the golfer is unknown, the repairs are the responsibility of the homeowner.

. . . a quick google search came up with these. Arizona Hawaii & Mass.. The general consensus . . .  is that "the majority of U.S. courts have ruled against homeowners, some stating homeowners "assume the risk" of potential injury or property damage by choosing to live next to a course" that is, the homeowners willingly accepted the risk when they moved close to the "nuisance", i.e.; line of fire. It may be a different situation when the existence of the homes pre-dates the golfcourse . . .
